Position: Asst. Director, Development Control (Ref: 184/11)
Location: Rivers State, Nigeria
Responsibilities
- Manages the Development Control Team and supports other departments in achieving the priorities and objective of the Authority
- Keeps a comprehensive record of land in the city
- Prepares evidence for appeals, enquiries, hearings and written representations
- Manages overall budget for the Development Control Teem
- Scrutinizes all planning applications, monitors their progress and grants approvals
- Co-ordinate^ supervisee and monitors the work of foe planning Enforcement Officers
- Provides statistical data an Development Control
- Advises the public,, developers, statutory” bodies and other interested parties on matters relating to the control and enforcement of development in conjunction with Legal Department
- Contributes to be preparation of policy statements and development briefs
- Provides high standards of design for development proposed in the
- City
- Responds to requests for services and complaints relevant to Development control
- Prepares reports for legal proceedings and attends court as necessary and where appropriate as an expert witness
- Provides effective leadership and strong performance management of the Development Control Team using Service Planning , Budget Management , Risk Management , Performance Management , performance Measurement and Team Meetings
- Encourages a learning culture and positively manages the training and development of the Development Control Team to ensure technical and professional competence.
Qualifications and Experience
- Applicants should have minimum of 15 years relevant experience
- A Bachelor’s degree in Town/Urban Planning or Estate Management
- A combination of training, education and experience in Development control procedures and practices
- Relevant professional qualification(s) will be an added advantage.
Skill and Competencies
- Must have thorough knowledge of:
- Public works administration planning and design preparing ports
- Strong Service/ Project Management
- Management and Technology Systems – including Development
- Control IT systems, using Geo-Spatial information Systems; using the Local Land and Property Gazetteer; developing Document Imaging
- Public inquires and informal hearings, Public meetings, etc
- Processing major and complex planning applications.

Position: Asst. Director, Administration (Ref: 185/11)
Location: Rivers State, Nigeria
Responsibilities
- Directs staff in the planning, coordination and provision of a variety of support services to departments including but not limited to: information systems, risk management, facilities maintenance, purchasing, vehicle operations and maintenance, mail and reprographics, telephone services and communication
- Coordinates training, staff development and welfare
- Oversees the development, modification and implementation of operational and administrative policies and procedures
- Serves on committees that formulate policies related to departmental services
- Manages relationships with contractors, \vendors, etc
- Responds to service requests referred by subordinate officers
- Directs staff in the appropriate level of services and rates
- Develops performance measures; analysis of services provided to ensure cost efficiency and adequate level of service
- Facilitates the review of subordinates’ and managers’ budget requests to determine the need for requested items, their priority and alternate sources of funding
- Provides clear and effective direction to staff, applies applicable laws, rules and policies
- Represents Department and Divisions with tact and diplomacy
- Establishes and maintains effective working relationships with Departments, Agencies, Private contractors business and general public.
Qualifications and Experience
- Applicant should have a University degree (B.sc) in Economics, Management, Business Administration, Accounting or any related discipline
- Minimum of 15 years relevant experience
- Good working knowledge of MS Office applications
- An MBA with focus on management will be an added advantage.
